Director of Finance and Administration Position Description
Ben Franklin Technology Partners of Central and Northern Pa (BF/CNP), the region’s premier provider of capital and management assistance to early-stage technology companies, is seeking a Director of Finance and Administration. Operating from the State College, Pa, office at Penn State’s Innovation Park, this senior management position cultivates and maintains effective working relationships with many BF/CNP stakeholders ranging from the Commonwealth of PA, Ben Franklin and Penn State staff, and the Center’s independent auditors, to business leaders and entrepreneurs as they launch and grow businesses in the Center’s 32-county service area. This position is responsible for the effective administration of inbound and outbound proposals and contracts, and is an integral part of the BF/CNP investment process designed to bring new innovations to market and create new jobs in Pennsylvania. The position ensures BF/CNP compliance with external funding guidelines and contractual obligations, and assists BF/CNP portfolio companies in effectively and prudently deploying the investment funds. All internal and external financial transactions are overseen by this position, supervising a team of 4 administrative professionals. Reporting to the President/CEO, this position is responsible for strategic financial planning, and for creating and implementing effective and efficient organization-wide fiscal administration processes. It is imperative that this position provide the President/CEO and other key constituencies with clear and accurate information and insight that informs decision making on all operational and strategic issues as they arise; providing strategic recommendations based on financial analysis and projections, cost identification and allocation, and revenue/expense analysis. At the direction of the President/CEO, the Director of Finance and Administration works independently to manage a myriad of activities related to the full life-cycle of sponsored program administration including, but not limited to: identification of funding sources, proposal submission, contract negotiation, sub-award issuance, and post-award administration (both financial and non-financial) related to funding provided in the form of gifts, grants, cooperative agreements, and contracts from external/internal funding sources (e.g., federal agencies, state agencies, foundations, etc). The Director of Finance and Administration reviews highly complex agreements, negotiates appropriate terms and conditions, monitors and verifies expenditures and income on contracts, and ensures financial compliance with regulations, provisions and fiscal policies that are in keeping with program objectives. Additional responsibilities include participating in the evaluation and selection of projects presented to the CNP Board of Directors and participating in equity conversion and buy-out decisions. In the absence of the President/CEO, the Director of Finance and Administration is chartered with resolving complex, controversial or unprecedented issues and problems, and demonstrating sound judgment by considering values, risks, impact and implications of actions throughout organization. This position is also responsible for administering and overseeing special projects as requested by the President/CEO. This job will be filled as a level 3 or level 4, depending upon the successful candidate’s competencies, education, and experience. Typically requires a Master’s degree or higher plus four years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. The ability to lead and anticipate changes in the financial, academic, and entrepreneurial landscape; and to advise, counsel, and persuade senior leadership team, are required.
